MLK Extension, Portsmouth, VA

This project located in the cities of Norfolk and Portsmouth, Virginia, was performed under a public-private partnership with VDOT and Elizabeth River Crossings, LLC (ERC) to design, construct, operate, and maintain the Downtown Tunnel, Midtown Tunnel and the Martin Luther King Extension (DTT/MTT/MLK). The project included a new two-lane tunnel under the Elizabeth River, repairs and improvements to the existing Midtown and Downtown Tunnels, and extension of the Martin Luther King Expressway from London Boulevard to I-264. As part of SKW Constructors, a joint venture consisting of Skanska USA Civil Southeast, Kiewit Construction Company and Weeks Marine with PB World as the lead designer, Tuhin Basu & Associates, Inc., provided final design and preparation of construction plans for the following structures:

 

  • Ramp SW consisting of a 3-span continuous 470-foot long steel curved girder structure

  • Ramp WN consisting of a 5-span continuous 905-foot long steel curved girder ramp structure over CSX railroad.

 

TBA also provided construction support services, including shop drawing review, RFI responses, and construction coordination.

 

Additionally, TBA provided engineering services for the design of the Proposed Portsmouth Gateway Obelisks as part of the aesthetic treatments of the MLK Expressway.
